On July 8, 2015, CMS issued a proposed rule
updating payment policies, rates, and quality provisions for physicians under the Medicare Physician Fee Schedule (MPFS) in 2016. According to the proposed rule, CMS projects minimal impact on neuromuscular and electrodiagnostic physicians.
Areas of interest addressed in the proposed 2016 MPFS include:
Physician Quality Reporting System (PQRS): CMS proposes to maintain most policies applicable to PQRS. Failure to successfully report PQRS quality measures in 2016 will continue to result in a -2.0 percent payment adjustment in 2018.
Value-Based Payment Modifier: application of the Value-based modifier will be expanded to non-physician eligible professional (EP) solo practitioners and group practices based on the 2016 performance period.
EHR Incentive Program: CMS proposes to revise the Certified EHR Technology (CEHRT) definition to require EHR technology to report Clinical Quality Measures (CQMs) in order to ensure that providers participating in PQRS and the EHR Incentive Programs can report CQMs according to the format that CMS requires.
MACRA Implementation: CMS has begun to implement the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA). The AANEM will have the opportunity to work with CMS regarding issues surrounding MACRA implementation.
Global Surgical Package: CMS is seeking recommendation on the process to accurately capture the work associated with surgical global service periods.
